What is the reason?
Answer:
It is nothing but human curiosity.
The driver reached the accident spot thorugh the opposite road immediately after it occured slowed his vehicle to see what happened. As a result all the following vehicles had to reduce speed and everyone passed through made a stop for a moment to have a look. This is the reason making block on the opposite side road. This is a common scene on every express way.
But this has a very big economic impact. If a vehicle is delayed for 30 seconds in an express way going an average speed of 120 KMs., the delay caused will be a big time in total. That will delay every vehicle minimum 10 to 15 minitues to reach their destination. Also the overall fuel consumtion will be increased. Just imagine the loss it makes.

I thought expressways have minmum speed limits and noone would like to reduce below that unless they are ready to pay fine..anyways congrates to winners vinu and smallu

thats right..but here the description of the accident was on the point of veiw of a driver who comes from the opposite direction. it happened in his left hand side. in that case he must be drive on right. Otherwise his left hand side will be the foot path na?

I think you are confused. All the expressways (not in India sometimes) are one way roads going both directions with minimum three lanes on each direction and a rescue line (internationally but certain countries may have some difference). Which ever side the accident is happened, the other side also getting blocked for sometimes is a common factor and seen. Several studies have conducted on this issue to assess the time loss and fuel loss. This is not something I created. Hope I cleared your confusion as well as all others who expressed their views.
The left side I mentioned is just for the questions sake, if the accident happens of the right side then left also gets blocked for sometimes, that is all.
